Current State Legislation

Provides relative to the actuarial liabilities of state retirement systems as relates to LASERS, TRSL, Louisiana School Employees’ Retirement System, and the Louisiana State Police Retirement System. 

Relative to state and statewide retirement systems, prohibits certain members who are reemployed after retirement from receiving retirement benefits or accruing additional benefits.

Approves a cost-of-living adjustment for retirees of each state retirement system. 

Provides a 10% reduction of all state professional, personal, and consulting service contracts. 

Provides relative to school crisis management and response plans.

Constitutional Amendment that exempts public postsecondary education tuition and fees from requirements for imposing a new or increasing an existing fee.

Provides for authorized positions in the executive budget and appropriation bills.

Constitutional Amendment to dedicate to the Coastal Protection and Restoration Fund the Deepwater Horizon oil spill penalty monies received by the state under the RESTORE Act. 

Prohibits giving a teacher or administrator a performance rating until completion of his full evaluation.

Delays implementation of certain teacher evaluation program requirements and requires legislative approval of the value-added teacher assessment model prior to implementation of the requirements.

Permits employees of the La. Fire and Emergency Training Institute to drive vehicles without a commercial driver’s license (CDL) in the course and scope of their employment. 

Provides relative to the type of information provided to an institution of postsecondary education requesting criminal history information for an applicant or prospective employee.

Provides relative to the authority of public postsecondary education management boards to increase tuition and mandatory fee amounts.

Authorizes each public postsecondary education management board to name a building at an institution under its supervision and management in honor of a living person.

Provides relative to the eligibility of certain students who graduate from certain out-of-state or out-of-country high schools to receive a Taylor Opportunity Program for Students (TOPS) award.

Provides relative to the casino support services contract.

Provides relative to school crisis management and response plans and school resource officers.

Authorizes the public postsecondary education management boards to increase tuition and fee amounts under certain circumstances. 

Revises the definition of “school” for the purposes of the Louisiana Smokefree Air Act.

Adds a fee at license renewal for contractors dedicated to certain schools of construction management or construction technology.

Constitutional Amendment- Requires spending due to constitutional or other mandates to be considered in a separate appropriation bill from spending that is not required to be funded if health care of higher education funding is reduced. 

Provides relative to the Taylor Opportunity Program for Students

Constitutional Amendment to provide for a single board for colleges and universities that issue baccalaureate degrees or higher.

Creates a special taxing district to provide a supplemental means of financing higher education.

Provides relative to performance-based scores and letter grades assigned to public schools and school districts.

Permits use of TOPS award at eligible La. institutions by otherwise qualified students who graduated from out-of-state colleges or universities.

Requires certain payments from minimum foundation program formula funds to the Teachers Retirement System of Louisiana.

Suspends provisions of law providing for the Cash Balance Plan in certain retirement systems. 

Provides for use of entry age normal valuation method by Louisiana State Employees’ Retirement System and Teachers’ Retirement System of Louisiana.

Provides a sixty-month final average compensation period for members of state and statewide retirement systems.

Provides funding criteria a statewide retirement system must meet before granting a benefit increase.

Provides relative funding of and eligibility for post-retirement benefit increases for certain state employees and teachers.

Provides for the definition of “regular retirement plan” for higher education employees participating in the Teachers’ Retirement System of Louisiana.

Provides relative to funding of state retirement systems by creating the State Retirement Fund.

Enacts Board Scholarship Reporting Act relative to scholarships awarded by members of higher education management boards.

Prohibit smoking on the grounds of and inside the facilities or buildings utilized by the institutions managed and supervised by certain post secondary education management boards.

Establishes a cap on TOPS award amounts.

Provides relative to tenure for teachers and certain other school employees.

Provides for the creation of the Outcomes-Based Funding Task Force.

Provides relative to cocurricular and extracurricular activities, including interscholastic athletics.

Revises core curriculum requirements and the method of calculating the grade point average for TOPS awards.

Provides relative to the issuance of bonds to finance capital improvements for the Louisiana Community and Technical Colleges System.

Provides that the Louisiana Education Quality Trust Fund shall be known as the “Kevin P. Reilly, Sr. Louisiana Education Quality Trust Fund.”

Suspends Chapter 7 of Subtitle II of Title 11 of the Louisiana Revised Statutes of 1950, comprised of R.S. 1399.1 through 1399.7.
